b2 error and no working vbios

Last 3 days my graphic card started giving those grey screen with verticle lines (sometimes yellow, sometimes green. it changes color everytime). then if i restart my pc, my mobo will hang at "B2" (manual says it's legacy option rom initialization). from all the forum post i found says it's the bios, and somehow everyone got it working after flashing a new vbios in.
So I flashed mine, getting past the boot by using iGPU, got in, dGPU detected, used atiwinflash and flashed.
I had tried every single bios available from techpowerup (yes. all. like repeatedly cycle the whole step making sure it's a different bios, and appropriate memory type using VBe7) and still got stuck at b2 when i tried to boot with PCI-E.

is my card dead? if so, why is it still detected and "flash-able"? did i miss something?

i screwed up my backup bios so both of my bios end up b2 error. i even reflashed with my previous vbios originally in there, and still got b2 error.

is there anywhere i could get like an official or factory bios?

i've tried reseating to other PCI-e slots,
changing cables,
changing PSU,
reformating my windows,
cleaned up my registry and display drivers,
resetting c-mos.

my rig:
GPU: Sapphire R9 280X Toxic edition
CPU: i7-3770K
mobo: Asus Maximus V Formula
Ram: 16Gb
