Need help with new cpu/mobo

so i have a few questions
first i was wondering what will happen if i boot the new cpu/mobo with my old hard drive? is there a way from bios to format the hard drive or will it be alright having all the old stuff? i have no way of formatting the hard drive right now due to having no pc. also wondering is it possible to use the windows currently on the hard drive if i have a new key? or do i have to start fresh with a cd because currently my pc cant use cds. also im switching from an amd cpu/mobo to intel

You really need to do a clean install. It may or may not boot from the old HDD, but I've seen too many performance problems when switching motherboards and not reinstalling Windows. If you have a valid Windows license, you can use the Media Creation Tool to make a new USB disk and then do the install, inserting your existing key when asked.

thank you for that, also i dont mind doing a clean install but is it possible to do from bios? because as i said i have no way of formatting the old hard drive or would it be better to just buy a new hard drive?
 
You can delete the partition and create a new one, effectively wiping the drive, when you begin the install from the USB. You also have the option of keeping the existing partition and formatting it, or installing the OS while keeping your personal files.
