Monitor/Graphics card playing games in 16:10+ when it should be 16:9 in fullscreen.

I made this thread a while ago on this issue but I narrowed it down to wrong monitor size ratios. When playing games in full screen, my gpu/monitor forces the game into running on a larger ratio such as 16:10+ when it should be only 16:9. I know that my monitor is in the proper 16:9 ratio. This happened after I rebuilt my PC, wiping my drives and upgrading to 10 because of all the junk I had on them. I first thought this was caused by some setting or something. DVI works normally but I only have 1 dvi cable which my other monitor is connected to. I have a dual monitor setup with the larger problematic monitor being the main one and its in extended display mode. I noticed, when in full screen, the game I would play would stretch onto my 2nd monitor which I think was causing the issue. In the some of games I would play, In the settings, I would make it 16:9 ratio but whatever the problem is would override it and but it in a higher ratio mode. Not all the games I have have a windowless option so I cant simply turn windowless on. Ask me if you need any more info on this or need more clarity on something specified. Thanks in advance
