Insane stuttering while gaming

So whenever I try to play games my fps is constantly changing by a lot. It is completely unstable and I can't play games. I at first thought it was my slow hard drive so I moved the game onto my ssd but I am still having this issue. I am not thermal throttling and my cpu is stable. I just can't get a good fps. Can't open the menus either in GTA V because it's so bad. Same deal I had on both Smite and GTA V. I am going to try reinstalling drivers but I will update if it fixes it. I would double check to make sure your CPU is not throttling. You can look it up on Google them boards with amd CPU's try throttling the CPU after 60C. Get prime95 and a CPU monitoring program to see if it is throttleing.

The cpu should not be throttling. It is staying at a constant clock speed and is below 55c all the time. I have a FX-6100 with Hyper 212 EVO and a Asrock 970m pro 3. The motherboard has fans cooling the northbridge and vrm's too. I have had no issues with this cpu and motherboard setup even with my gtx 970. It just started having this issue.
