Only 1 Graphics Card fan spinning?

Are you sure only one is spinning? I've used flashlights that make it appear as if my gpu fans aren't moving, I stupidly stick my finger into the moving fan to see if it's working.
If it's dead you have 2 options, either send the card in for fixing or buy the fans yourself from ebay or newegg. If the card is brand new you can exchange it where you bought it if it's less than 30 days most places will exchange it for new.
