Vertical lines/PC Crash

So today I was playing CS:GO as usual. Everything went fine until I saw few vertical, gray-ish lines appearing on my monitor for a really short time. First thought was that monitor cable has slipped out a little bit but it seemed to be a false thought. My PC suddenly crashed and my monitor was covered in vertical lines. I restarted PC and noticed that the problem is starting to annoy me in desktop too. As soon as I launched the game the same thing happened over and over again. After 3-4 times after restarting my PC the windows wouldn't boot. I was searching for fixes, nothing. Decided to clean my case, still nothing. Thought, whatever, I will just reinstall my windows because I wanted to do it a long time ago. Everything was fine, no signs of something being wrong, but when I tried to install mine GPU driver, my monitor just went black at like 3%. It didn't turn off but just showed black screen. I'm thinking of installing older driver but I doubt it will work. Could this mean that my card is dead? Right now I'm running on onboard gpu.

GPU: Gigabyte R9 270
CPU: i5-4570
RAM: 8gb kingston hyperx 1666mhz
MOBO: msi h81m-e33

maybe your gpu is already dying, as sometimes the gpu crash, so on the overall pc crash. I'm not sure about your gpu problem, but maybe you should reinstall your gpu by removing and placing it again on the motherboard slot. if the problem continues, try to clean your gpu from dust. And if your problem didn't solved yet, i'm not sure you can save your gpu from death.,

It dims and goes black. No, I haven't overclocked my videocard at all. Did that and nothing. CPU - 40c-45c idle, GPU 50 when doing nothing, checked immediately after first crash.
