Computer turns off after about 10 seconds, then restarts forever

I don't think it's CPU overheating, because I touched the heatsink and it wasn't hot; the fans all seem to be going well and the heatsink is well attached to the processor (I reapplied thermal paste and no change) so I think it is something else - hard drive maybe?
I have an MSI Z77A-G41, an Intel i5-3750K, an nVidia GTX 660, a Corsair TX 650 power supply and a WD hard drive, in a Corsair Carbide 500R case. What should I do?
Also the BIOS doesn't come up, there is no display.
Maybe something important is unplugged?

Is the system overclocked?

My suggestion would be to start with re-seating all the components. In case the issue persists, then I would suggest you to leave only the parts required. Just leave a single RAM stick(in case the issue persists try the other one) and take out your GPU.

In case the issue persists, then I believe there could be something wrong with the PSU or the MOBO.
