Mouse and keyboard will not turn on and monitor shows no signal

I'll start off by telling you what I have, and what I have done thus far in troubleshooting and what does and does not work. Note this is my first time building by myself so I am pretty much a noob. Sorry for the inconvenience if something isn't explained properly. I have also looked through the 25 things you should do before posting and nothing really helped me to get signal to my monitor.

Specs

ASRock H97 LGA 1150 intel mobo

GTX 770 Graphics Card

i5 4690 Intel processor LGA 1150 compatible

Standard LGA 1150 processor fan

CX750 corsair 750W Power Source

Maxtor 320 GB Sata HDD

DDR3 Long Dimm Ram (2)

6 month old Hitachi monitor.

Note: My GTX 770 and Maxtor 320 GB are USED. These components are from my previous build. I will be getting a Mobo Speaker on 6/24/16 in order to check my hardware for issues. If I had to guess 3+ years old minimum. Same thing goes for my monitor cable. I have a VGA adapter that I put on my monitor cable so it is able to fit into the Graphics Card slot.

Problem- My computer will power up, but my monitor will not get any signal.

Troubleshooting I have already tried-
Soft resetting by taking out the CMOS battery out of the socket, waiting 15 minutes and putting it back in. I have faced the CMOS battery towards the release pin and away from it to ensure that was not the issue.
I have also hard reset my BIOS through placing a jumper on the pins that say CLRMOS. I have done so in accordance to my mobo owners manual. The computer would not start when the jumper was placed over the correct pins indicating a successful hard reset.
I have also tried to start my computer with a single DDR3 Long Dimm Ram stick which was unsuccessful in giving signal to my monitor.
Made sure there were no bent pins in my mobo.
Tried holding the power button while my system was off to drain capacitors and mobo of electricity in case of Power Source glitch (read that online somewhere).

Tried plugging monitor cable directly into the mobo.

Tried plugging monitor cable with VGA adapter into the Graphics Card.

Misc. Previous operating system was Windows 7. Went into Altex and had them check out my PSU. They said it was good.

Below is the process in which I have plugged things in together and what they specifically are for maximum clarification.

Mobo is in place. All required standoffs are in place. All required standoffs are screwed in. No extra standoffs are touching the mobo.

Processor is in my Mobo. I took off the plastic. I have a CPU fan which is plugged into the Mobo. Thermal paste was applied to the fan before I even touched it.

I have plugged my PSU into the 24 pin and 4 pin PCIE plugs on the Mobo.

My CMOS battery is in.

DDR3 Ram Long Dimm (2) are place according to owners manual and color coded DDR3 slots. For those looking in the owners manual, I specifically placed the DDR3 Ram in spots labeled A1 and B1.

USB are plugged into my mobo under "USB_4 and USB_5"

Audio is also plugged into a set of pins. This set is named "HD AUDIO"

Connected front panel plugs according to mobo owners manual.

I have two outer fans which are connected to the case which are also connected to PCIE cables that go into my Power Source in the Peripheral and Sata plugs. The PCIE that connects these to the Power Source are 6 pins.

My HDD is connected to a Red Sata Cable which goes into the mobo. My HDD is also connected to a PCIE that goes into my mobo which goes into the Power Source which is a 6 pin that is plugged in to the Peripheral and Sata plugs in my Power Source.

My Graphics Card is plugged into my mobo. I have made sure to to apply enough pressure to place my Graphics Card into my mobo. I heard a click when it was inserted.

I then plugged in a PCIE from my Power source which is an 8 pin into my Graphics card. I plugged a 6 pin and an 8 pin into the top of my Graphics Card.

I do not have cables for my CD Drive so it is not plugged into anything.

Even with all these steps I have taken I have not been able to get any signal to my monitor.

I didn't see in your description are you using with your monitor the HDMI or DVI ports with the monitor? Also I know you stated you tried starting your pc with 1 ram stick have you tried moving the single ram stick into other slot and see if you get signal? Also by chance does your psu have another set of pci-e 8 n 6 pin. I will let you know firmly the CX series from corsair is not a great psu so that could be a issue as well.

I am using the DVI ports even though I could use the HDMI ports if I so chose to. I did in fact try to establish a signal to my monitor through using the HDMI port. I still got the no signal error. Will add it to the main post. Sorry about that. Yeah I tried using both of my slots (A1 and B1 DDR3) by themselves and still yielded the reward of a no signal screen. Yes, actually! They did end up giving me two 6 and 8 pin PCIE. Thank you for the information about the PSU. Does that mean you would relate this kind of problem to the PSU? I also will go and try the 6-8 pin PCIE right now and let you know if the change in wiring works out. Thanks for your reply!

Also on your note of my PSU: I went in to Altex and had them test my PSU and they said it was fine. This will also be going into the main post.

I can relate the psu possibly being an issue because I've dealt with the CX series psu causing all sorts of wonderful mishaps. Honestly I would try to find a test psu from friends or family to test this out first. I can even say in experience I've seen people clean out their psu for dust and on the next start up the psu failed.

I see. Thank you for the insight! I will definitely try my old power source. Although it won't be able to run my GPU it should be able to power up my mobo. I'll try to stay away from this series in the future. Again, thanks a ton for the input man. I really appreciate it.

I went and tested the extra PCIE 6-8 pin I had and no luck. Will try my other power source.

EDIT: Went and switched out my PSU and still didn't get anything. Also, because the PSU I switched out was a 500W, I made extra sure to only have 1 DDR3 in at a time and I didn't have any luck. I also tried 2 just to see what would happened and I got nothing.

Possibly a mobo issue? I had posted this on another forum and one of the suggestions was that my mobo was bad. Thanks for the idea for switching confirmed it wasn't the PSU.
