Computer will not boot after a power outage

We had a power outage at a chemical plant and the UPS failed to catch it so everything went down.

There is a computer that monitors the UPS system that will not boot after the outage. When the power supply was turned on, no LEDs fans or peripherals started. The power supply was opened and the fuse was in tact. Using a multimeter, the system was checked and it was receiving 120volts, but when we checked some of the plugs for the fans they were not getting 12V so we figured it was something with the power supply and replaced it.

We got the new supply, and it still wont turn on. No fans or peripherals get any power. I was hoping has any insight as to what could have happened, and if there is a way to determine weather the motherboard or the processor could be the issue.
