High End Gaming PC - Big stuttering issues

I recently built a new computer

CPU: Intel Core i7-6700K 4.0GHz Quad-Core Processor
CPU Cooler: Corsair H110i GTX 104.7 CFM Liquid CPU Cooler
Motherboard: Asus Z170-PREMIUM ATX LGA1151 Motherboard
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-3200 Memory
Storage: Samsung 850 EVO-Series 500GB 2.5" Solid State Drive
Storage: Seagate Barracuda 3TB 3.5" 7200RPM Internal Hard Drive
Video Card: EVGA GTX 680 FTW 4G (will be upgraded in 2 months or when 1080 are in stock)
Case: Phanteks Enthoo EVOLV ATX Mid Tower Case
Power Supply: EVGA SuperNOVA NEX750B2 BRONZE 750W 80+ Bronze Certified Semi-Modular ATX Power Supply
Case Fan: Noctua NF-A14 industrialPPC-2000 PWM 107.4 CFM 140mm Fan
OS: Windows 7 64x (fresh install), latest drivers

I installed the evga precision software and the temps seem normal (around 40c)

To my surprise I have big problems playing most games like arma 3 and doom with constant slow downs and severe stuttering.
I tried a game like team fortress 2 and it froze on the first run, the second time I was able to play it.
Then I ran some basic 3dmark tests and the graphics driver kept crashing and resetting according to 3dmark.
So I've tried downgrading my nvidia driver to 362 because apparently that one is stable?
But even though it fixed the driver crashing it still stutters like crazy
So what should I do?

Added details. Also I attached the gfx card back into my old i7 920 with a fresh windows 7 install and ran arma 3 on the same settings. Ran better than my new build. No stuttering issues

It's probably not my graphics card unless it's not compatible with new motherboards. I just attached it to my old i7 920 build with a fresh windows 7 install and ran arma 3, it ran better on ultra than my current PC.

I also reset the overclock, uninstalled the drivers with ddu again and installed another version and still the same thing. I also tried installing games on a couple different ssd's and nothing worked. The stuttering is extremely bad at times. The game will freeze for 2+ seconds when I really start to move around and if there is a lot of things going on screen.

Hope someone can help me because I just payed 3k for a PC that runs games worse than my i7 920 from 7 years ago.

Ok found the issue after troubleshooting so if anyone has a similar problem where all the cpu, memory, gpu pass all the tests but games stutter and lag like crazy it's the motherboard. For me specifically a defective pcie slot. Pretty ridiculous that I have to waste even more money now to ship it back after spending $500 on it already. I've avoided asus for years and now I am reminded of why.

Be careful when you send in your motherboard. Make sure the cpu socket is VERY secure. If its damaged during the shipment they wont fix it for you. They will ship it back or ask you to pay half the price. Even if its still under warranty
