Cpu gets hot after computer running at idle.

2-8 hours cpu will idle at lower 30's and then bang, idling at 60.

Arctic silver 5 in burn in stage but if the application was bad wouldn't the cpu idle high right from startup?

For example I had a reading of 34 for a few hours today and then it went up to 60. I shutdown for about 20 minutes and now it has been about another 45 minutes the cpu has been idling at 35 ..

I'm totally lost and any help is appreciated

Well, It's been around 7 hours of the cpu idling good and it even had dropped a few degrees with the night temperatures but it just had spiked back up to 57-58 and all four cores just shy of 70. I turned it back off a while ago and I'm about to turn it back on again.

Fan speeds remained at a constant.
I am using Hwmonitor and noticed all 4 cores were running at max value of 3073 mhz at the time of high temperatures and I know I've also seen them run low at idle like at 1603 mhz. Could that have something to do with it?

It's a new day and I'm back to ask more questions.
It does seem my problem is with cores not clocking down at idle.
I checked power saving options and it is set to balanced.
Will check the cstates deal in bios after work today.
One thing to note is when I changed my thermal paste yesterday I had opened the retaining plate over the i7 cpu. Upon next boot bios said new cpu installed and it is no longer requesting the bios password I had set up.
