Why can't I max out GTA V at 2560x1080 with my GTX 1070?

I thought I'd be more than capable of maxing out GTA V with my 1070 at just over 1080p resolution.. what settings are eating up my frames? With everything up I get 30-40 fps with dips around 17! Witcher 3 wasn't a problem, and that's my only other demanding game, so I'm really pissed at grand theft auto for ruining my gtx 1070 experience. My RAM usage was only like 75% and I don't think my CPU should be a bottleneck. What settings would be the best to turn down?

Intel Core i5 4670k @ 3.4 GHz (stock)
ASRock H81M-ITX
HyperX Savage 1600 MHz DDR3 (2x4 GB)
Gigabyte G1 Gaming GTX 1070 (8 GB)
ADATA SP500 SSD (240 GB)
Seagate Barracuda 7200 RPM HDD (750 GB)
EVGA SuperNova 750 B2 (750w)
 
Solution
GTA is actually optimised quite well, but there are a few settings that can cripple performance.
It scales REALLY well, meaning you can get it running great on a low end system, but also make use of an absolute beast.

Settings effecting performance the most (in descending order):
-FXAA. Use instead of TXAA/MSAA
-Post processing
-Grass

Play around with these three, you should be able to get a massive boost with little to no visible effects.

I saw this was answered already but I'd just like to mention my wife has a 4670k in her rig and that is your bottleneck. Her rig had stutters and low fps running the same high settings my pc was running but I have a 4690k. So out of curiosity I swapped the CPU's in our desktops and hers works fine and the 4670k in mine now is overclocked to 3.8ghz on water cooled and it's constantly running 80-100% on gta. The 4670k seems to struggle on gta
