Fps loss after changing screen

Title says it all, changed from a HP pavillion-mx90 to dynex dx-15l150a11. Res changed from 1600x1200(hp) to 1360x768(dx) and the plug changed from a standart blue pci to a hdmi cable. Started getting severe frame loss while playing BLazblue continuum and tales of zestiria. BB drop all the time and zestria drops in big city(30 fps drops+) but they don't on the hp/1600x1200. temps stay under 50 celcius and nothing spike so i dunno what to do.

Specs being r9 270x 4gb, fx-6100 Win 7, 8gb ram

Aside from the issue, why would you go from a better higher res screen to a cheap quality low res screen? What happens when you go back to the original screen? Are you actually looking at the FPS? Going to a lower resolution would increase performance if anything.
