Ping Spikes in Team Fortress 2

I'm having network issues while playing Team Fortress 2. My computer runs it just fine, but it's mainly the ping. It will jump to 300-600 for about 5-10 minutes, then it'll drop down to 20-50, which is the usual amount when I'm not having issues. I've connected my computer to a wifi range extender with an ethernet cable, and it still has these issues. I've also tried moving the computer and connecting it to the main router; the issue still stands, so I know it's not the router. Looking through other threads, I've done the following:

1. Typed tracert www.google.com into CMD, here are the results: http://prntscr.com/bjua9x

2. Typed ping www.google.com -t into CMD, here are the results: http://prntscr.com/bjuaxn

The ping will stay low, but then jump to 30 for a second and come back down. Eventually, it'll ramp up to somewhere between 150-300, fluctuate, then come back down.

3. Pinged my router in CMD, here are the results: http://prntscr.com/bjudi3

Similar to pinging Google, it will jump up every now and then, but around 50-100 ping, not sure if that matters.

4. I saw on another Tom's Hardware thread to disable DNS relay in the router configuration area, but I've had no luck finding it. I use Verizon as my ISP. If someone has the same ISP and can find the DNS relay option, that'd be great.

5. Tried another computer, same results as my main computer.

6. Shut down all programs other than TF2, I used NetBalancer to scan my computer for anything that's downloading/uploading stuff, nothing else is using the bandwidth. I figured out that my NVIDIA GeForce Experience program was automatically downloading updates behind my back so I disabled it, but the issue is still there, just less than before.

7. No one in my house torrents, already ask them all if they're downloading something when the ping spikes happen, and they aren't.

8. Used pingtest.net, the packet loss fails to test for some reason and it says I don't have Java or something but I do. Anyway here are the resuts:

Ping: 27 ms
Jitter: 2 ms
Grade: B*

I would post the network subsection of Speccy but I don't know if it's safe to do so, since there's a lot of information there.

This happens in other games too, like Black Ops 2, Dirty Bomb, etc. My internet browsing is usually find but I do notice it's a little slower at the same time my game's ping fluctuates.

Other devices like phones shouldn't be affecting this, I can't think up of a reason why my ping would be spiking. It's very strange. It's been happening for almost a year now, but it's recently gotten worse. If anyone could help me I would really appreciate it. Please let me know if there is any information that is needed from me.

Solution
First you need to always test with a ethernet cable directly between the computer and the router. Using something like a wireless extender will likely make your problems much worse.

If you get ping delays and spikes pinging the router ip when you are using ethernet then I would suspect a network driver issue. These are really hard because there are so many things on a machine that can cause issues.

Still from looking at your other traces it appears you have a problem with your ISP. You start seeing huge ping variations in hop2 which is your connection to the ISP. There are some in hop1 but the huge delays variations only start in hop 2.

You would want to run 2 cmd windows and ping your router and the ip in hop 2. Your...

You would want to run 2 cmd windows and ping your router and the ip in hop 2. Your goal is to show that hop1 does not have much issue but hop 2 does. You could then show the ISP...hoping you get a good tech... that their is a problem with the connection between your house and the ISP router.
