Gaming cpu under strict budget of 30,000

Hey guys I am going to build a gaming pc...and i have strict budget of 30,000
Please suggest me best gaming components under my budget...
I will be playing current high end games like gta 5 ..

Note:
I already have a complete old desktop (lenovo idea center k210)
1.So I dont need to buy a monitor as i have a 17 inch lenovo monitor
2.since i already has a cpu, i wanted to know whether the 2 cooling fans and dvd writer can be used in my upcoming gaming pc?
3. If the cooling fans can't be used...will the motherboard or cpu configuration which i will buy come along with cooling fans?

I *think* you can use your old case, I have found a record that people have upgraded the PSU with an ATX PSU. I can't find the exact spec of your case/mobo yet so I can't confirm that your old case has mountings for an ATX motherboard.

I would strongly suggest you are better off buying the i3 6100 (if you can get it in budget) it is a better/more modern CPU which has a clear upgrade path in future. The 750ti is an ok choice, you might want to see how the RX 460 performs against it (if you can wait a week) or see if you can get a GTX 950 within your budget.

A 500w PSU would be OK for the system you propose (especially if you get an i3) but make sure you pick something from the PSU list on this website, a quality PSU is important.

Is this 30000 Indian Rupees, which is apparently $440 USD.

Firstly in a quick search I can't find confirmation your case takes a standard ATX motherboard, although it does seem to fit an ATX PSU (you'll need one as the default one is 280w and that won't be enough).

1. Noted.
2. When you say you already have a CPU do you mean case or do you have an actual cpu as this will effect what motherboard people can recommend.
3. Since you intend to use your old case then any case fans can be used in the new system, your CPU fan most likely won't be compatible with your new CPU. If your dvd drive is IDE you can get adaptors from IDE to SATA and if it's already SATA you're good to use it.

Do you intend to use your old HDD or do you need a new one in the budget? Personally I would suggest you get something like this.

i3 6100, motherboard, 8gb DDR4 (I saw an offer on Amazon.in for these three parts for 17,500) and then use the rest of the budget on a PSU and GPU. I don't know what the second hand market is like where you're from but you might get a bargin on the GPU if you search around.

Sorry I meant to say i have a cabinet of my lenovo......so according to u my case can be used in my new build..
Now since i have 2 fans in cabinet..
One on the cpu and other one on the back side adjacent of cpu fan..
According to u I can't use my cpu fan but i can use the other one...
Well I am thinking to buy the following configuration.
Cpu : amd fx 6 core black edition fx 6300
Motherboard: gigabyte ga-78lmt-usb3
Gpu :gigabyte 750ti 2 gb
Ram: corsair ddr3 8 gb 1333mhz
Hdd: seagate 1tb sata hdd (I already have 250gb sata hdd...well i will use both 1tb as well as 250gb)
Psu: coolermaster 500w (will 450w be enough for this rig..?)
Cabinet: I thought of buying a cooler master cabinet which will come along with a fan...but since u r saying I can use my old cabinet then I will save money and will not buy it..
Now m not understanding the concept of cooling fan...
Plz make me understand and also tell me what else i should buy or all these components are enough..??
