GPU usage unstable- is it bottleneck?

guys.. im using MSI to check cpu/gpu usage

GPU usage goes from 99% to 30-40% all the time, causing huge fps drops

I noticed when the fps drops, the cpu usage increases

so is it confirmed to be bottleneck?

I think you're getting vrm throttling under heavy load mate.
The ds3p is only a 4 phase board & you're running a water cooler which offers no vrm airflow.

Your circumstances are synonymous with the CPU clocks dropping to 1400mhz , which pushes higher CPU usage & lower GPU usage when monitored & big performance drops.

Bottlenecking yes , but not for natural reasons.
Disable turbocore for starters , it will help but you may well likely need to find a way to cool your vrm setup.

thanks for the clarification, I appreciate it

I'll look into vrm cooling solutions now.

I disabled the turbocore in BIOS once, but then I was getting BSOD while playing, dont know why
