Confusing about ups, need help!

Hi all,
I'm planning to build pc but the problem is that electricity is cut off occasionally here. So, I need a ups for sure. My future pc spec is as follow:

CPU - 6700k
MOBO - asus z170 pro gaming
ram - 16gb
gpu - gtx 1070
psu - cooler master v850

I want to know is 1250VA ups can handle my pc. I not gonna use long time on battery. Just need time to shutdown pc normally. Lot of 850 watts UPS I seen on online are so expensive.
Cheap one I found in local is PowerTree S1250P 1250VA (http://www.power-tree.com/products_detail.php?p=80).
And, sorry for bad English(not my native language).

Yes, most of >1000VA UPS is really expensive because UPS isn't a major devices for common people, these device mostly used by professional and workstation servers.
And yeah 1250VA can handle your PC just to make sure your PC stands up for a few minutes, then it goes down fast. If you really need standalone UPS that can handle a lots of power stored in a long time, you need a professional UPS, but it's going to be very expensive as well. UPS that you've mentioned above, is pretty good, it can handle your PC power just for around ~10 minutes before suddenly losing power and shutdown unexpectedly.

Next time if I need to choose ups, what spec on ups should I look into to know it can handle or not?

basically, you need to know how much your PC consume a power in a full load operation. In your configuration, full load should be around 550W to 630W, so you will need around 1000VA UPS unit. You'll also need to consider the battery capacity. The capacity will be listed as minutes, which mean it can handle xxxW for xMinute(s) . For example, you have a 1000VA UPS with maximum battery capacity of 3 minutes, you will have ~700W stored in the battery within 3 minutes, after then, the UPS goes down and need to recharge again and the cycle continues.
