Solution
You should get to around 4.0GHz without issues (base clock).
For overclocking it is also good to have a good PSU which has clean power delivery.
Your final overclocking result will depend on the "silicon lottery" with your CPU and your ambient temperature. Your cooler is fine, but it can not handle aggressively overclocked and overvolted CPUs. Especially at high ambient temperatures. While overclocking, keep an eye on the temperature of all components in your system.
With some luck, you may get as high as 4.5GHz or beyond.

Corsair's CX series is kinda crappy.
There are few very good PSUs in 60-100$ range if you have the budget. You can overclock with this one too. Just would recommend to upgrade as soon as you can to keep your system safe :)
