Okay so i am building my first gaming pc my budget is around 420 $

The specs on the build:

Amd fx 6300 black edition

12 gb ram

650 watt psu

Gigabyte GA-970A-DS3P

Ok so the r9 280x seems to be used and only comes with the card and nothing else. But the 960 is already oc and has 4 gb ram wich one should i choose? Oh yeah i will be playing cs go, mafia 2 , gta 5 , mafia 3 and a couple other games.

Of course, Go for GTX 960, it offers you better performance in gaming than 280x. It also has 4 GB of VRAM which its pretty good to play most games at 1080p.
Or the other way is to wait for RX 480/470 , will come last month for around $200.

The numbers don't count for the r9 280x. The GTX 960 4gb SSC just outclasses the r9 280x. The power consumption and thermal output are significantly lower than the r9 280x. Moreover, the GTX 960 is pre-overclocked by EVGA and has a better fan. Hope this helps.

The R9 280X is more powerful than the GTX 960. 3GB VRAM is sufficient for most settings these cards are capable of playing properly anyway.

The GTX 960 is proportionally worst for memry bandwidth, because AMD typically kept their memory faster than any other cards. But for computing and gaming, GTX 960 still do the job very well, and this EVGA edition is overclocked out of the box, so considering to buy this card rather than 280x, i prefer this card at any way.

That just means the performance difference would be even bigger at higher resolutions than 1080p. As is, the R9 280X certainly performs noticeably better than the GTX 960 at 1080p.

Sure it draws more power and so on, but the performance advantage is real.

Sure, what's the use of 4GB vram buffer ? It has a bit lower bandwidth but higher vram. A higher buffer of vram constantly effect at higher resolution monitor, beside of their bandwidth. The more VRAM and bandwidth you have in a single gpu cards, the better and higher resolution you can get.
GPU performance will vary on customer reviews and real time benchmarks, not only with a great specification written on the papers.

A high buffer of VRAM does not "constantly effect" at higher resolutions. It only matters once the extra amount is actually being used. The memory bandwidth, on the other hand, is always affecting performance.

In any case, higher resolutions than 1080p would not really be feasible on either of these cards. They are just not powerful enough. And a 4GB GTX 960 would be running into performance issues by the time 3GB of VRAM was being actively used, so the extra 1GB compared to the 280X doesn't mean much in practice.

The R9 280X has DirectX 12 support, just at feature level 11_1. That means the most important part of DirectX 12 is supported. Beyond that, the 280X has support for Async Compute, while the GTX 960 has the various minor features included in DirectX 12 feature level 12_1.
