Does CPU i5 6500 makes value with DDR4 3200mhz and gigabyte Z170 gaming 7

Just i come to know about my CPU is non overclock and it wont support more than 2133Mhz speed of memory after 6 months of using it

i have buit this personal PC on Dec 2015, purpose of building this new PC is for working with solid works mechanical tool and vocationally simple video games for my kids
i5 6500,
GSKILL dual 8gb 3200MHZ 16.16.16.36 latency
Gigabyte GA z170x gaming 7
Samsung M.2 128gb
cooler master hyperx evo 212
PSU corsair rm650

now i have only option is my DDR4 RAM seller is ready to replace the product with different specification but the brand should be same GSKILL

please advice for better option.

Your 3200 MHz RAM should work at 2100 MHz; why would you replace it with 2100 MHz RAM? The seller will give you back the cost difference if you get slower RAM?

I would not recommend changing them, mostly because you can still use them, or also the other ones could perform worst. If you want to run them at 2133, you should lower the clocks in the bios and lower the timings manually, around 2133, 11 11 11 24 maybe, you should make stability test to make sure its working correctly, also you can lower the timings to get better performance out of them, sometimes its worth the try

Hence my CPU is limited for 2133mhz, I can't utilize 3200mhz, so for better performance I wanted utilize lower CAS latency RAM.

Below are the gskill parts available with the seller
3000mhz 15.16.16.35 (f4-3000c16d-16gtzb
3200mhz 16.16.16.35 (f4-3200c16d-16gtzb)
2400mhz 15.15.15.35 (F4-2400C15D-16GVR)

The cost difference of above three RAMs is $10 that I can get some other product, said by seller.

FYI already I sent the faulty 3200mhz RAM to seller for replacement and the seller is waiting for my alternate RAM part details, so I can't test my pc until the receive the alternate part.

Technically please suggest the better option to select the RAM.

You mean to I can change the time latency through bios setting

In this case as you suggested I will go with 3200mhz 16.16.16.35 (f4-3200c16d-16gtzb) and change the CAS latency to 15.15.15.35

so i will install CPU-Z tool and check the JDEC1, JEDEC2...etc on SPD table, accordingly i will change the latency and check.
do i need to enable XMP on BIOS before doing this?
do i need to do any setting in the CPU?
please share, if you have any step by step procedure document.
