New GTX 960 vs refurbished R9 290

So I am looking at the i5 6500 for the cpu, but for the GPU Im considering a new gtx 960 4gb or this refurbished R9 290:

Which is better? They come to around the same price, and I will probably get the 1 year warranty for it as well.

Also should I wait for the rx-480 to release first? Will it lower the other cards prices? My max budget is around $250 CAD for a GPU so the rx-480 is too high for now. Thanks!

well most times the price difference aint worth it like say a evga referb is just slightly less then there first quality card then like I said its some ones else's junk they had to RMA that's why I say it got to be priced so if it don't work out like new your felling aint hurt so much [or bill fold]

then you need to fully read the policy of the referb card on any of your recourses it may have a 1 year but it also can be super limited [like too bad so sad]

like one guy said at a support Q&A ' if your so confident on how you recertified these cards and claim there 100% good why not give them full warrantee as new ?? of course no reply to that from the vendor [they know better ]
all you can do is take a chance...

When the new cards are released, price cuts will be expected. Not too sure if Nvidia will drop there prices but AMD will so it might be worth waiting but as always price drops aren't guaranteed. If I were you now, I'd get the 290 if you can power it. With a years warranty, if anything did go wrong you could just RMA the card anyway.
 
also new is new and full warrantee referb is someone's junk rma they ''recertified '' and maybe a 1 year warrantee and maybe no store return as well it would have to be at a don't care low risk price so if it was to be a bad deal on a referb it not going to hurt so much to chunk it in the trash

some guys have great luck with open box or recertified refrebs ? me I just invest in new for that little extra piece of mine you get [opinion]

You raise a good point but having built 3 PC's for my current house and all parts being used or refurb, without issues, I don't see what people's problems are with refurbs. I always buy the refurbs from a seller I can trust. i.e. I bought a refurb from scan.co.uk here in the UK and they are reliable service for computer hardware. At your budget, you will get 15-20 fps more on the 290 than you will with the 960. I really can't justify paying more money for less performance even if the better performing card is a refurb :/

I wouldn't buy that particular Radeon 290 card, the reference cooler for 290s is both loud and doesn't cool the card properly. That's probably why it's so cheap. If I were you I'd look around for a deal over the next couple of weeks. There are likely to be more price breaks as more new cards are released. The AIB Radeon 290s and 390s with improved coolers are significantly better and also consider Geforce 970s if you can find one for the same price.

just read up on the referb warrantee and rma/return policy for any catch 22's that's all

Return for refund within: 30 days
Return for replacement within: 30 days

all you can do is what you feel is best for you in the end

a 380x is just 50 bucks more on that powercolor card not a strong but its a new card
