Is my external hard drive near death?

My external WD elements hard drive slows the pc to a crawl when it is plugged in, it's affecting programs which are not installed on the hard drive too. It takes a while or even a restart to get it working again sometimes which has happened on both my Gaming PC and Laptop Computer. Is the hard drive close to the end of it's lifetime?

My pc freezes up when I plug it in but i plugged it in and out while the app was open and it says:
Health Status: Caution

EDIT:
Now when I try to plug it in it says USB Device was not recognized

Double EDIT:
Restarted and it shows up but gives a caution for health still.
