Unknown issue - Causing low FPS and crashes.

I am currently having an issue with my PC being slow and having low FPS / lag issues when gaming. I have also had several crashes where the screen completely freezes and I am forced to reboot.

I have recently replaced the graphics card and hard drives, as well as (fairly recently) upgrading the power supply to a nice new 800W version.

I'm fairly sure that my issue lies with either the CPU or mobo being faulty, however I'm not entirely sure how to tell which is broken.

As far as I can tell the CPU usage in task manager is slightly higher than normal, but not at silly levels. (40-50% when the lag occurs.)

My PC specs:
Windows 10
Corsair CX850M (800w) power supply
16GB of RAM
AMD FX-9590 Octo-core CPU (Overkill, I know.)
Gigabyte GTX960 (4GB version)
My main HDD is a 4TB Seagate drive.
AsRock 990FX Extreme3 Motherboard

I'm lost here, any help identifying the problem would be much appreciated.

I can't really say, I don't have a lot of experience and don't want to go telling people to buy a new CPU when I'm not sure it's at fault. It could be the Mobo, (Mobos often can't handle the high power draw of the FX-XXXX series cards) but yours is running at 4.7GHz. Heck, it could even be your new PSU faltering under load but your PSU is from a trusted brand, so I doubt that. But usually a dead CPU won't even boot into the bios. If nothing else works, load all your important files onto a spare disk and format the drive, and then try. But seriously, try to get a second opinion.

I have been running HWmonitor for a while now, and the highest temps on the CPU I got was 58*C, however the CPU usage monitor seemed to be constantly peaking whenever I was playing a game or doing anything intensive at all.

Just to be sure I tried running the most lightweight game I had to hand, Minecraft, and got the same result - My CPU usage is near 100% no matter what I am doing.

The reason I think the CPU or mobo is broken is because I have replaced nearly every other part except those and the RAM, and I dont think that would be causing issues?

Can you tell me how many ghz is your cpu running at? You can check from task manager

Sounds like some intelligent coin mining or such malware. I know it sounds like BS, but some of the latest malware will only run when the system is under load so you don't suspect anything. A side affect of this is that your CPU performance is severely compromised. I came to this conclusion based on the fact that you have a pretty good CPU, it shouldn't be running at 100% playing Minecraft (Minecraft isn't even a 8 threaded game, only 3 or 4). Anyway, coin mining really eats up system resources. Run malwarebytes and remove any threats, see if that fixes your problem.

All 8 cores are showing as active. Do you think its a hardware fault and I should replace the CPU?
