Hyper Evo 212 weak fan?

Hi,

So I have got a HyperEvo 212 as my CPU cooler, but I guess there is a problem with its fan, its that when I power the PC on, the fan wouldn't turn on (Sometimes it does), so I would need to rotate the fan razors to give it a boost so it would start running slowly. It would start with a < 100 RPM, then with time it would accelerate till ~700 RPM, if I run an intense program and the CPU load is high, the RPM reaches 1500 RPM. So what is the problem with it? Weak fan? Or a software problem?

My specs:
PSU: ZALMAN ZM650-ebt
MOBO: ASUS 970 PRO Gaming/Aura

could be just the fan I had a gpu fan like that used another fan from a old gpu and tested it in the card and it was all good on it so find a like fan at newegg or something you know that's good you got around ant try it and see [process of elimination ]

unless you test it out with something you know works right you just keep guessing at it

test the fan header with another [known working ] fan and see if it behaves the same it it runs fine as normal then call the
bad'' fan bad and order a new one

if it behaves the same it could be a bad fan header or something up in the boards bios under its fan control or settings

The motherboard is new (2 days old), the PSU is 2 weeks old, the fan used to do almost the same with the older MOBO and PSU. For example, it is currently 1100 RPM as we speak, and it stays working until I power the system on next time.
