Is the problem the motherboard or the PSU?

Hello

I have recently built a m-ITX system for my mom and dad. First boot was succesfull, I installed Windows, installes the necessary drivers and the, all of a sudden, BOOM, the PC turned off. After a few seconds, it turned on, but without luck. It just shut down again. That cyclus just repeated itself, untill i turned it off on the power supply.

The specs are:
i5 6500
MSI B150 Gaming Pro AC
HyperX Fury DDR4 8GB 2133mHz
Gigabyte R9 390
Corsair VS550
Kingston V300 120GB
WD Blue 1TB
Thermaltake Core V1

I have tested with another CPU (i5 6600k), other RAM's (HyperX Fury DDR4 16GB 2133mHz) and another GPU (MSI GTX 970). None of that solved it.

So im left with two theories: The PSU is semi-broke, so it is not able to send constant power to the system. Or: the motherboard is broken?

All help will be appreciated!
