So I built this computer five months ago and I have been trying to get it fixed for a while now.
Here's the story:
I had just spent all my money (I'm 15 so i don't have a normal job) on computer parts so I could build a beastly gaming pc. I put everything together and it started up like any other normal pc.
Any gaming pc would be incomplete without steam, so I installed that, signed in, and downloaded Arma 3. It loaded in and I started the campaign, only to be met with extremely slight, but noticeable stutters. It wasn't that bad so I just avoided playing Arma.
Fast forward 3 months and I had just bought The Witcher 3. It took me a whole week to download on my terrible internet, but finally it was done downloading. Started it up, and played the game. Everything was fine except for framerate drops when exploring the open world.
I was waaaaay past the refund point by then, so I scoured the internet for a fix to my problem with no avail.
Now I bought Battlefield 3. Framerate drops and stutters.
Skyrim. Framerate drops and stutters.
Fallout 4. Framerate drops and stutters.
I'm kind of stuck playing 2d games for now

Alright so now to the present.
I have run many tests and benchmarks.
Prime95 - My CPU gets up to 80c but it doesn't throttle itself.
Memtest - Not a single error. I didn't believe it and bought some new RAM but it didn't fix it.
Speedfan - My temps are fine during gaming and heavy loads.
I have installed the most recent drivers for my GPU.
I also switched out my GTX 750 for a R9 380 and it didn't fix it.
I have upped the pagefile to my RAM size.
I have ran HDD tests and it says nothing is wrong.
Specs:
GPU- R9 380
CPU- i5 4460
RAM- G.skills 8gb (2x4)
HDD- Seagate 1tb HDD
MOBO- Asrock B85m - itx

Any help would be greatly appreciated. Even the PC repair shop doesn't know whats wrong.
