Windows Failed to Start

I have one HDD with Windows 10 on it, 2 SSDs, and one CD Drive in my system. Because I don't have enough SATA cables in my PC, I never have the CD Drive hooked up. Well recently I wanted to burn myself a new music CD for my car, so I unplugged everything in my PC and opened it up. I unplugged all the SATA cables so I could plug in the CD Drive, my HDD, and one of my SSDs and boot the PC back up.

Upon trying to boot the PC, it brought me to Windows Boot Manager.

Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:

1. Insert your Windows installation disc and restart your computer.
2. Choose your language settings, and then click "Next."
3. Click "Repair your computer."

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

Info: The boot selection failed because a required device is inaccessible.

No problem, I thought, I'll just unplug the CD Drive and put everything back to how it was. I then booted it back up, and this same exact screen showed up. Pressing Enter or ESC bring me back to either the BIOS or the same screen.

I have tried the following things :

- Force booting from my HDD where Windows 10 is located

- Unplug everything except for my HDD

- Tried switching between different SATA cables

I am incredibly concerned at the moment because I have no idea how this happened or how to fix it. Any ideas?

make a windows 10 usb stick iso bootable media or use windows boot cd.

try repairing windows boot manager on the hard drive or delete it and rebuild it.
