Bad memory possibly?

I have 2 4gb sticks of ram in my pc. A couple of weeks ago it started acting funny and every time I've started it up lately it says "cpu or memory has changed" F1- Setup F2-Defaults. So I thought maybe one was not completely pushed in so I pushed on them to make sure they were in and now my computer will only start up with one of the ram sticks. If both ram sticks are in it goes just keeps shutting down and restarting continually. It also blue screens sometimes "error irql not less or equal
 
Solution
Sounds like they are both generic sticks of DRAM. Try starting with a single stick and raise the DRAM voltage + 0.05, save, exit, shut down and try adding the other stick

They both work but not at the same time for some reason. They don't really say much...One is 4GB PC3-12800 DDR3 273/5066829869 and 4GB DDR3 S91928C

Sounds like bad ram. The only time i have gotten that error is when i put new ram my pc or take it out. Ram is pretty cheap, i would just buy a 8gb stick for $30. The worst thing that happens is you return the product if it doesn't do anything.
