hi, i got intel core quad q6600 with geforce gtx 960 and can play most games even some on ultra on 1360x768 but they lag in 1920x1080 shouldnt they be playable in that resolution to since the Graphics card has 2 gb or does the cpu limit the resolution to? i thought if cpu was fast enough to keep up with 1360x768 it should give same results on 1920x1080 since the cpu is the bottleneck and not the Graphics card

It depends on the game how hard the CPU has to work, not really the resolution. Games that have a lot of enemies, or a living open world, or games like minecraft where just because you can't see through the ground doesn't mean there isn't millions of data points to track, or games with like physics where you throw a bomb and it explodes and sends all the clutter flying everywhere, are all types of games that heavily use the CPU.

So your CPU will hold you back in some games, but it's really just that the 960 isn't a 1080p ultra card, but it's a "1080p at some graphic...
