Yes it will. The minimum I would realistically recommend is something like a GTX 950 or 670, as this gives you a mix of performance and good graphics settings.
You should be able to handle Fallout 4 just fine at high settings with a constant 60FPS in your case, but in the future I recommend upgrading to 16GB of RAM due to the increasing demand of titles.
