How do I spoof my modems Mac?

My internet is down. I called netgear and they told me that my routers MAC address is restricted by my isp and that I have to spoof it. I did that (or at least I think I did) and still no internet. Netgear will only help me if I pay them around 100$ and I'm not gonna do that. At this point I'm not even sure I have to spoof my MAC address. I have also called my isp and they say that there is no problem with the Internet. Help!

1. Your 'internet is down'.
2. What does Netgear have to do with that, and why are they recommending you spoof the MAC address?
3. The ISP says everything is OK.

1. What type of connection? DSL, cable, what?
2. Wired or WiFi?
3. Make/model of...
