Cheap gpu w/ hdmi for htpc tv setup?

i have a 1080p tv and my friend just brough me a 990 optiplex that has vga and dvi. i got a vga-hdmi converter but cant get the sound to work through my tv speakers.

i was wondering what would a good option?

just needs to be able to deliver 1080p at minimum audio/video

specs:
dell optiplex 990
i5 2400 3.10GHz
8GB Ram

But a cheap video card will...

A used HD7770? It's an r7 250. Or a used HD6950. Or a old GT 210 or 610. But I mean Intel HD graphics are as powerful as any of the mentioned
Or just buy speakers man.
Adapter should make sound work. Make sure in sound output devices, select the correct speaker. Right click on the sound icon. You can keep the Intel HD. See if that works first.

this is what i got, i plugged the usb in the back usb ports on my pc along with the vga cable on the vga plug then connected the hdmi to the adapter and into my tv. i get picture, and even tried each usb port. i can see that it finds the drivers for it but no sound. :(

the psu requirements for those are all 400w+ i believe

i have everything stock from dell its 295w i believe so i dont think i can run that..

this is a 720 im lookn at its 300w or greater but im hoping i can squeak by?

But a cheap video card will work better, no need to worry about the adapter not working or having worse signal quality.
