CPU Overheat on Startup, Fixed by Restart

Hi,

My computer all of a sudden in the last few days has had a really strange issue. When I start up the computer from it being off for a while, the CPU temperatures will go way above normal. If I simply turn off the computer for about 1 minute, then start it back up, everything is always back to normal.

I've checked the fans all over the computer, they are spinning correctly. I've tried removing all dust with an air can, nothing changes. My processor is an Intel i5-4690K @ 3.5Ghz. I have a liquid cooler on the CPU that was factory attached which is a CoolerMaster Seidon 120V. Occasionally I hear the liquid inside it pumping, but not very often.

I'm not sure what I can do to fix this or what is wrong.
