My PC is running some games worse than similar machines.

Hello.
Sometimes i feel that some games here should be running better, based on benchmarks from other people i see on Youtube. I always aim to 60 fps, so occasionaly i set some settings on medium to get it and thats fine for me, no big deal.
But now, past a year and a half that i got this PC, i have a small list of games that not ran so fine here, and i getting a little worried about this.

My Specs
Gigabyte H81M-A (Micro ATX) + Intel i5-4440 (3.3 Ghz) + 1x8 GB DDR3 1333Mhz Kingston
Zotac 970 GTX (Standard Clocks) + Akasa Venompower 550W (80 plus)
SSD Kingston UV400 240GB + WD Blue 1 TeraByte
Windows 10 / 64 bits

One of the best examples i can give it's WITCHER III

In most areas i get 60 fps, but some areas keeps dropping to 50 sometimes. That's fine
But in Novigrad i get arround 40 FPS in the Main Square, 45 FPS Average in the city.
Lowering Graphics to minimun dont give me more than 5 FPS, so i tought it was CPU Bottlenecking, but searching in youtube i saw very similar system running fine in Novigrad.
This one for example:

(i5-3330 + GTX 970 + 8 GB RAM)

As i said, i tried lowering graphics, set Nvidia Hairworks Off, and of course, close all background applications, but nothing. The VRAM never went above 3.5 GB, so wasnt that either.
I also played this game (version 1.10) last year on a Windows 7, was the same thing, about 40~45 fps in Novigrad.

The other games i mentioned was:
> Rise: Son of Rome - I had some serious troubles running this game, mostly in the woods levels, i got 25 FPS almost the entire level, freezing and stuttering like hell. And again, looked in youtube similar sistems running and was 50~60 FPS smooth in their machines.
> Dragon Age Inquisition - I had frame drops EVERY time i turned camera arround, was really annoying.
> Assassins Creed Unity - This one is a mess for everybody :D , but was even worse here. Dont recall any areas in paris that i got close to 50 fps. (Even in Lowest Settings + 720p). 25 to 30 FPS almost all the time and heavy freezes.
Had some other games that i dont remember now and they wasnt so bad, but still was under the expected performance.

Sorry for the long post, but i live in Belo Horizonte \ Brasil. Not a small city, but not a big one like Sao Paulo :(. So i dont know where i could take this PC and ask about that.
Tech Shops here aim more to basic pc stuff, not gamming stuff.

Well Corsair CX500 is better than the Akasa one. But you should be getting something more better for this system. Something from Tier 1 or 2:

The PSU you have will probably die sooner than anything from T1 or 2 from above.

I checked the video you posted more carefully now and he isn't using the max settings. Especially no. of background characters is set to low and a lot of other settings. So that way he is consistently above 60fps. Again no rain. Are you sure you tried the lowest settings?

Lots of other things can affect performance like background processes like antivirus software,etc

I read about FPS drops in Novigrad, but what was bugging me is that in this video (and 4 more others to be precise) with similar systems in Novigrad running perfectly fine. And there's the other games problem aswell.

About the PSU, i went to the store to a buy a CX 500W, but the guy there told me that he was getting a lot of returns on CX due problems and recommended that PSU...
I Guess i should had stuck with my choice.

But well, it's not SOOO Bad im my opnion.
Could this PSU causing performance problems in game?
Do you know any problems this PSU could give me in the future?
