Does OBD scanner consume the power when car turns off

I bought a mini OBD scanner to scan my 2010 Subaru Outback since its engine light is away on when drives. This tool pairs with my samsung galaxy s6 perfectly, now I can get tons of information of my car. But I am not sure whether need to plug it out from obd port when the car turns off

I believe pin 16 provides power at all times. So your bluetooth enabled device probably uses micro-amps of power. If you start the car daily, it won't matter. If you were going on vacation for 2 weeks, I would probably pull it.
