I'm trying to setup an office printer that has a router connected to a Mitel phone and two computers have Windows 10 installed. The only way I've been able to connect to one printer is by USB cable. I've tried manually adding the IP address to connect to printer and no luck and also installing it with Software and did not work either. I'm running out of ideas and any help would be great. I was thinking I may have to manually assign the IP address instead of using the default IP.

Solution
Yes you will most likely need to manually set/assign/configure the IP address for the printer.

The IP address you assign should be a static IP address outside if the DHCP IP address range allocated to your router. And the printer's static IP address should be reserved within the router's settings via the printer's MAC.

For example a setup such as this:

Router is 192.168.1.1 (subnet mask 255.255.255.0)

DHCP range could be 192.168.1.10 to 192.168.1.20 (subnet 255.255.255.0) The Mitel phone and the computers would recieve IP addresses from within that range.

The printer could be assigned 192.168.1.25 (subnet mask 255.255.255.0) as its IP address. Connected to the router via ethernet cable to one of the router's LAN Ports.

(Note the IP addressing can and does vary between manufacturers and routers. The above is for example purposes. Router admin rights will be necessary.)

What router are you using? Do you have the User Guide/Manual? Should find the necessary router admin pages and instructions therein as well.

What I have done is set the IP address to a static ip address located outside my dhcp pool/range. ( I started mine static addresses at 192.168.5.100 and my dchp pool is 192.168.5.1-192.168.5.50).

Its a good rule of thumb to make devices have static addresses (printers, NAS, etc) and computers and portable devices have DHCP addresses.
