currently im using i5 2500 with GTX 550Ti + 4GB DDR3 ram + samsung SSD 250GB + 3 harddrive for storage purpose only and 600W PSU
im planning to get GTX 960 or 2nd hand GTX 970 with 8 or 16 GB ram

so what i ask are should i build a new one with new proc+mobo+ram or just upgrade my current one?
if i should build a new one, which proc and mobo combination is the best with not so limited budget?

note:
- im not planning to overclock the cpu
- 2 slot for ram is fine
- if it's possible i want to get mobo w/ more than 4 SATA port

build a new system :

i7 6700 (non K if you will not overclock) , h170 motherboard ,
2x8gb of ddr4 memory , gtx 1070 (if your budget is allowing it ,
if not wait for the new radeon rx 480 (release date is 29.6)
if your psu is of decent quality you can use it in your new build (same goes for the case)
if not : you should buy corsair RMx/RMi (if you want corsair link) or evga G2
(650w model will be more than enough)
for the case nzxt s340 is decent (other suggestions: phanteks enthoo pro/eclipse p400 , or something from corsair) .

you can also use ssd and other harddrives from your current machine
