Hi ...First, sorry for my english

This is my first post, and like the title says, right now im on very dilemmatic situation. I want to build a pc for gaming. More often i play a "competitive type of games" (mainly csgo / lol / overwatch for now), but i also enjoy play offline games with a nice graphic once in a while, like assassin creed, resident evil, and such (the witcher 3, fallout 4 and tomb rider is on my next list). My aim is to have a pc that can handle that competitive kind of game at stable 144fps (i dont mind to lower down the graphic a bit to get stable 144fps) but also able to enjoy "offline game" with a nice quality of graphic setting (arround 60fps) for next few years.

Right now, i already bought 144hz monitor and r9 390 for my GPU, but i really cant decide either i should buy i5 4460 or 6500 for cpu, because the price structure and the availability of the parts in my country (Indonesia) is different than in United State. So the bundle will be like this

i5 4460 and Asus h81m-c for the price of $224
or
i5 6500 and Asrock z170 for the price of $373

For the skylake i go with z mobo because the price of all the type of skylake mobo is almost the same (roughly $150) , and for DDR4, the price is also the same. As an additon, for skylake i have to add another $35 for a bigger case, compare to cheaper matx case for the haswell route.

So for my questions are,
1. Is it worth to spent extra $150 (plus $35 for the case) for the skylake route? I dont mind to spend the money if it really worth, even if in the end i should get 6600k for the best price / performance. But to be honest $185 seems alot for me, and it could be my next upgrade for the GPU (my aim is gtx 1070), although i can get the money later as time goes by.
2. As far as i know, i5 4460 is still a good processor that can handle the best GPU on the market right now, am i right? What do u guys think about this processor?

Once again, sorry for my englsih, i hope u guys can understand. And i also realized that there are thousands of threads asking similar question. But i still cant find the answer that can strengthen my decision. I really hope that u guys give me the best advice u can :)
Any words will be appreciated... thanks before...

Ps : Im not the type of a person who upgrade the cpu every year or two, the last time i buy cpu is when i build my whole pc (5 years ago)
Pss: I dont have many time left :( because i also need my pc to do my excell work for the next two days. Please help...

Solution
i would say the price difference between them is too huge in your country to justify skylake based build .
get the haswell chip , paired with amd 390
it will be able to max. out almost any game in full-hd resolution .

of course skylake is better (but it is not 150-200 dollars better ,
if the difference between the platforms would be 50-60 dollars than skylake would be better option)

Honorable
1. I mean why go for a Z board when you don't overclock? If you don't plan to overclock, go for a MSI B150 MORTAR mobo. Those are 70 bucks with NVMe, M.2, and USB 3.1. Then add a 6500 to it.
2. The 4460 is outclassed by the 6400. Get the 6500 and it's more energy efficient. And better performing.
3. I mean why get a z board? A b150 is enoguh, even a h110 might be good. A 6600k is only for overclock. Don't waste the money if you don't plan to

1. Because the price for every type of skylake mobo is almost exactly the same in my country
2. Thanks for your information
3. Same as 1?

Thanks for your advice brother. Anyway how about the future proof? Do u think the price difference is worth for that?

you are welcome:

no it is not ...
if you will ever want to upgrade you can always get i7 4790/4790K .
or build an entire new system after 3 or 4 years .

performance wise the difference between 4460 and 6500 is not so big .
when you will start to feel that i5 4460 is a bottleneck for your system the 6500 would be as well in that scenario.

Thanks for the fast response again. Anyway, can u give rough estimation how long it will be? Maybe im sound like a noob... well... i am :)

well it is hard to say :
maybe 3 years (maybe you will feel the need to upgrade down the road) .
i have this chip for more than a year now and thus far im happy with it
(actually the graphics card is a bottleneck in my system , but i´m waiting for rx 480 ,
after i upgrade my video card i expect i will be happy with this system for another two years maybe)
(but it is worth to mention that i´m not a hardcore gamer :
i play total war warhammer/attila/rome 2 and cs:go most of the time ,
but also some AAA fps titles from time to time)

Absolutely not. While I typically will recommend the newer platform, part of the reason is that in most markets, the price differences close rapidly. For all intents and purposes, the Skylakes are only very slightly more future-proof than the Haswells.

When the Haswells reach the point at which they're obsolete, the Skylakes will be almost obsolete, simply because the performance boost between the generations was incremental. A CPU family that's a significant upgrade over either Haswell or Skylake will certainly need a new motherboard anyway, so the only future proofing you'd have here is having DDR4 RAM on hand instead of DDR3 RAM, assuming that's the RAM that the motherboard some years down the road uses. But small gains in CPU and RAM and having very slightly better upgrade options (the Skylake i7s are slightly better than the Haswells, just like the incremental gain of the i5s) is hardly worth what is about a 70% increase in cost.

In your case, I would absolutely get the 4460, though I'd still check and see if a 4590 is cost-effective..

Another question to ask,
If i take the haswell, i will go with h81m from asus (i cant go with z97 because the price exactly the same with z170 and it will go back and forth). Is it okay to go with cheap mobo because i heard rumor said that cheap mobo can damage the other parts of your pc. Right now i have seasonic 850w gold for my PSU.
