There aren't any error messages. Little history of the build: when I first put it together (with a friend who is a computer engineer), I hadn't yet gotten my Windows OS (using Windows 7 Professional 64 bit) disc yet, so when I brought it home and tried to boot Windows at first it would turn on, stay on for about 5-10 seconds, then turn off. A few seconds later it would turn itself back on again, but it wasn't staying on. Brought the build back over, we unplugged stuff, plugged it back in and voila! it worked. So I install windows, everything is fine there, go home and hop on Overwatch. Now this build should be able to play Overwatch no problem, initially the graphics were on the highest setting. I don't have any problems 99% of the time, but multiple times in a single game I'll hit 'snags'. The screen freezes, the sound turns into a 'buzzzzzzzzzz' and then a second or so later I'll be whatever direction I was heading. Also, the sound normally stops for a couple of seconds before turning back to the game sound. I lowered the graphics settings to medium and I still hit the same problem.

List anything you've done in attempt to diagnose or fix the problem.

My computer engineer friend had me run this "Heaven Benchmark 4.0" (https://unigine.com/products/benchmarks/heaven/) and I didn't see any snags in that (results of that benchmark test here: http://imgur.com/nCFxBiR). I should also note, that the temperature never got above 71C even when leaving this on for hours.
He also had me run the Steam VR Performance Test (results here: http://imgur.com/kHiRHBk)
I turned on FPS monitor while in Overwatch, and most of the time its 60FPS. When the snags happen, I see the FPS (when the game starts running again) recover from around 24fps back up to 60FPS in about a second. In case it was an Overwatch issue, I also downloaded Witcher 3 and started playing that - it too ran into snags.
The most recent thing I've tried (based on my computer engineer's friends worry that my GPU is bad) is using one of his old GPU's (GEForce GTX 750 TI). I played one game of overwatch without problems, but the second game, I ran into multiple snags. I had the graphics on Low setting with this card.
I think thats pretty much everything. I'll provide some low quality videos of the snags as well.

Any help you guys could offer, theories, what to check/replace... I'd really appreciate it. I live in the US currently but I'm going to be moving to Japan in two weeks and would like to have this baby running right by then :'(
