Can't Use Free Space on SSD (Windows 7)

Hello!

I am trying to shrink my C:\ Volume on my SSD where Windows 7 is installed (Professional 64 bit) so that I can dual boot Windows 10. I have another 4 tb HDD in case that is relevant to this question.

Now with that C: Partition:
Windows says I have 316 gb free, but 465 total. That's fine, but Win Dir Stat says I have 157.2 gb in use. Ok, that's still all fine. BUT. When I go to shrink my C:\ Partition, I can only shrink it by 16 gb. What is causing this problem, and how do I fix it? Please help soon, because I have until tomorrow night to get Windows 10 installed!

Note: The secondary drive has all of my Steam and GoG games; plus some other non-system files. I just realized the whole no free space thing, which is very weird.
2. C:\ is 500 gb.
3. I have a lot of programs and etc on my Windows 7 setup, including lots of old work, photos, and etc that I do not want to lose. However, I also do not have a place to move all of my old work, photos, and etc to right now.
4. I figured using the SSD would be faster, and I could install maybe 1 or 2 games/programs on it when I wanted x game or program to be faster.
