Can't Reinstall Windows 7

i have a computer that uses windows 10. i hate windows 10 with a passion but the update was forced with no way to stop it. i now want to reinstall windows 7 but nothing is working. i have inserted the windows 7 installation disc, shut down my computer, and then selected CD-ROM from the boot menu and its not working. i have also tried the same thing but with restarting the computer instead of shutting it down. i have also specified in the BIOS menu to boot from the CD-ROM drive and that still hasnt worked. is there something i can do?

as for the CD, what motherboard do you have or if its a brand name, what make/model is PC? Its likely it has secure boot turned on and is ignoring the CD. Is it in an internal drive?
