No way to know, what test? What program? What gpu and what resolution is your monitor?
Either the test wasn't very stressful or your gpu is way overkill for your resolution since it's barely being used. A gpu test should push the gpu to 100%.

depends on the test, maybe corrupt drivers, maybe vsync is on, there are many things that could cause this.
