i have Core 2 duo processor but only 1 core works

Hi, 2 months ago i have encountered that only 1 (out of 2) cores were working on my processor (Intel® Core™2 Duo Processor E7200 2.53ghz) . i tried every thing (checked through cpu-z, core-temp and task manager) but they showed only one core.Multi core processing is enabled in bios. i also tried Msconfig.exe method but its drop down list also showed only one core.. So after all that mess someone told me to reinstall windows, so about a month ago i reinstalled the window and both cores started working fine but the next day when i turned on the PC again only one core was working.. After that someone told me that my PSU is weak and gives less voltage therefore the motherboard automatically turns off one core to prevent any other damage. So last week i bought a new PSU (powerful one) but still no cores worked. Yesterday i bought a new processor (Intel® Core™2 Duo Processor E8600 3.33ghz) and swapped it into a cpu but unluckily again the one core didn't not worked. recently i re-installed windows and both cores again worked perfectly but after a restart 1 core was again down.... so i figured out that in device manager i am seeing only a single processor so i un-installed that processor's driver and restarted the pc and then both cores again started to work and device manager also shows 2 processors but now after every shutdown, whenever i turn on my pc again it runs on single core and everytime to make it work on 2 cores i have to uninstall the old drivers and install the new ones for processor,,, so please tell me how to fix this problem?? any solution will be much appreciated..

Try checking something, if using windows then go to the start menu and fin run, in run type msconfig and then hit enter. Then you will see boot in the top bar, once you have clicked that then you need to click advanced options. Then you will see number of cores, you will need to tick this and then click the drop down menu and see how many cores it says , then get back to this threat and tell up wjat you see :)
 
Did you install the acpi drivers from the homepage of the motherboard?

Run Intel diagnostics tool while both cores are there

Any tuning tools running?

What does the windows task manager show?

Which windows version?
Which motherboard?
Which bios version?

Uncheck number of processors in boot advanced options

What's showing up in bios? Core2duo....?

Task manager is showing only one graph of processor,
This problem started when i was having Windows 10 so i downgraded windows to 7 but still it didnt fixed the Core problem.
the model of the motherboard is Foxconn G33M02 and bios version is Dell 1.0.16
Yeah, bios is showing core2duo evem multicore proessing is also enabled in bios.
