Do clock speeds change for each processor?

I am in the middle of building a second hand pc. I currently have an e6850 processor which, as I am not at the booting up stage to go into bios etc., I do not know how fast it is clocked as I bought this together with mobo and ram as part of a pre-built bundle. I intend to use a x5460 processor and I would like to know if when I put it in will it run at the clock speed it should or the speed the e6850 is set to? (I know they're different socket types but I have a mod which changes 771-775). I thought that xeons don't overclock but I don't know if that means they die when you overclock them or it is physically impossible to do so. I am just being cautious as I don't want to ruin the hardware. Any responses will be warmly received and greatly appreciated, thank you.

CPU's will run at the speed they are supposed to run at, unless you have a BIOS setting that says otherwise. I think that once you get the new CPU installed, go into the BIOS, and find the option to restore default BIOS settings, and then Save and Exit. That would fix a ny old settings that might prevent your new CPU from possibly not running at full speed.
