High temps and thermal paste

I've been getting what I'd guess to be high temperatures both on idle (~50C) and on load (85-90C).
After two or three months, I decided to deal with the matter. I increased the airflow and got rid of most of the dust.
I removed the heatsink and found this.

I don't know if this might be the source of the problem. I've never applied thermal paste, as the CPU already came with some. Is it to be applied on the heatsink, too? It does look like there is some paste already there.
Yes, it's the stock cooler, but I've looked around and it seems most people don't have any problems with it. Is it really worth upgrading it to, for example, a hyper 212?

Solution
The source of the problem is that you're using the stock cooler. Replace it with a 20-30$ tower cooler and you're sorted. Also, every time you take off the cooler you need to re-apply thermal paste.
