Title says it all--I know there are a few other threads on here but the answers were akin to "turn the settings down" or "you have a bad graphics card". Forget if my new rig is in my sig so I'll post it:
i7 6700k currently @ stock
STRIX R7 370 x2 4GB
Avexir CORE 16GB 2400 DDR4
If you need the full build, I will certainly oblige, but I don't believe anything else would affect it.
I am running the game in xfire, I'm currently only using about 8GB of my available 16, I'm only at 3.5GB of my available 4GB of VRam... I'll post shots of Afterburner. The game runs just fine on ultra (I just started the game). While I was inside the first mission, I got a steady 60, it never drooped. I went outside, got a slight droop (which I somewhat expected in an open world game), but then went right back up to 60... aaaand then I started to drive. 10 FPS. No unusual increases in VRam, it stayed steady. GPU usages weren't hitting 100%. CPU usages weren't anywhere near what would be bottlenecking it... Is xfire this poorly optimized for the game, or is the game just this poorly optimized for hardware in general? My rig ain't exactly a slouch. Could do with a better GPU setup, but it still ain't a slouch.

Don't pay attention to the fact that I didn't know that screen capping in dual monitor setups caps both of them at the same time...
