My Gtx 1080 rig is running lower than it should at 1080p

GTX 1080 running less than optimal. I have a an i5 6600k at 3.50ghz, h170 pro gaming motherboard and a tx 750 corsair psu. I run Fallout 4 40-80 fps at max settings (1080p) when it should be running at much more than that, I was first able to run doom at max settings at 200 fps (1080p), now it has dropped. I really need to know what is going on. Thanks!

As I can see, nothing is wrong with your PC. Fallout 4 is CPU demanding and therefore better fps performance can be accomplished with higher cpu core frequency or more cores.

Get a Z170 board and overclock the CPU. Do you have a good CPU cooler already?

I couldn't find a link but it says i got a 4675 at the top, a 4854 for my graphics score, a 7221 for my physics score, and a combined score of 2591, my fps was averaged pretty low at 12 - 26 fps, all of this done at 1080p.

I updated the bios and have seen no performance difference, also is there any way i can view the temperature while im using 3dmark?

During the 3dmark firestrike at ultra settings the gpu ran at around 80 celsius, the cpu maxed at 45 celsius, and I can run 3dmark firestrike at standard settings at what feels like 60fps

So now that I have everything done do you know any other things I could do to get results? This is kind of frustrating and I am sort of afraid I dropped $700 on a gpu for nothing. Perhaps it is my motherboard? Anyway thanks for the help.
 
Please post the link from the firestrike standard

Run "as ssd", make a screenshot, upload it to an image hoster and post the link

Install memtest86+ on an USB flash drive and boot from it. This will run some time, do at least two complete cycles of the test.

Run Intel cpu diagnostics tool

The problem with fallout 4 is, that it is a very CPU demanding game. You could overclock your CPU to get better results and get stable 60fps max. It's not comparable with doom I think. Did you try other games as well?

I did the diagnostic test for my cpu and it passed
Other games that run well on my pc are witcher 3
My motherboard has the h170 chipset making me unable to overclock
If I were to buy a new motherboard what would you recommend?
I would like to also note, my power supply has recently been making a loud chipping noise whenever I play a game and I was wondering if I should get a new one (this one is from my old rig)
