PC having constant stutters and choppiness

my specs are
Processor-i7-4770K
Mobo-MSI Z97 PC Mate
Ram-Corsair Vengeance 8GB x 2 (4 Sticks)
GPU-EVGA GeForce GTX 970 4GB Superclocked
PSU-EVGA SuperNOVA 650W 80+

so for the past couple weeks now out of nowhere ive been having issues with choppiness and stuttering audio and pc it wont be too bad but after my pc has been on for about 8 hours it gets bad my temps are only 30 for my cpu and 30 for my gpu and only using about 20% cpu and 35% ram the most noticeable times are when i open a new browser page

Are the stutters only in games. 8 GB of ram is becoming to be not enough for alot of people, and when you run out of DRAM you will see a lot of stutters. Open up a game and check with task manager how much you are using. If it is about 85% or above, that is likely your problem and you will need to throw in either 4 or 8 more GB. Also update your graphics drivers.

-8GB x 2 (4 Sticks) so 16gb total shouldve said it but no this is just me idling and using a browser and it stutters with no games it will like lock up when i open a new browser page and the audio gets super choppy

Oh sorry, check your cpu clock in task manager to see if that is dropping down and throttling for some reason.
