Permanent FPS Drop

So i used to have 300 fps on csgo then i installed Windows 10 and went back to Windows 8.1 and now i have csgo 90 fps other games have dropped fps. What do i have to do? Start everything again? I hope to find a solution here. Thanks!

What you did with Windows will mess with the system, you can try uninstalling and re-installing the video card drivers. A clean setup may be a good idea also if you don't have any issues doing that.
