Are higher clock speeds better than more cores?

Hey guys,
i read an opinion on amazon about a processor saying " more clock speeds is better than more cores "
Ex:
a core 2 duo E8500 3.16GHZ clocked at 4.5 is better than Intel Core 2 Quad Q9705 @ 3.16GHz?
note:
i use cooler master seidon 120v plus liquid cpu processor

cores and clock speed are not a directly link to performance anymore. I'm not an intel expert so I cant tell you which would be better but a newer generation cpu with less cores and lower freq can be faster then an older gen with more cores and higher freq. its really which cpu is faster now as you cant compare cpu just by freq or cores.

I'd rather have a Core2Quad than a Duo. There are cases with the dual core will pull ahead, but I expect the quad will be all-around better.

of cause quad better.more cores utilize better, for gaming, some games perform differently.

To be a little more clear, with a Core2 machine, you're going to be both single-thread and multi-thread bottlenecked in a lot of modern tasks. Chrome is multithreaded and will run better on the Core2Quad, despite the duo having 50% higher clockspeed. Games like Battlefield will run much better on the Quad, whereas something like Guild Wars 2 will run better on the Duo. Compression / encoding / rendering will be better on the quad. I also expect the lower Core2Quad will be more energy efficient, since power draw goes up exponentially with clockspeed, while you only get a linear performance increase.
